Abstract from outcome report:

In December 2016 the US’s first commercial OSW farm, Block Island Wind Farm, began generating off Rhode Island. Whilst only small, with a 30 MW capacity, it represents a significant milestone in the development of an OSW industry in the US. After a number of false starts over the last decade, there is growing confidence that Block Island represents the start of a much-anticipated boom in the US OSW market. This is backed by the announcement of OSW-specific targets and incentive mechanisms by many Atlantic coastal states. Pacific states, namely California and Hawaii, are also seriously considering the prospect of future floating OSW projects.
