Brief: Developing a Smart Industrial and Commercial Energy Platform Model Solutions to achieve Net Zero Outcomes.

Blaenau Gwent County Borough Council are launching a Whole System Business Research Innovation for Decarbonisation (WBRID) pilot competition based upon Research and Development Pre-Commercial principles to identify innovative solutions which will support energy supply, demand and storage for commercial end users (and in the future domestic end users), across Blaenau Gwent and to work towards creating zero energy parks as a USP for Blaenau Gwent.

The competition will have two phases. Phase 1 is intended to show the technical feasibility of the proposed concept. The Council is seeking Specialist Tenderers, with the necessary skill set, experience, competence and capacity to submit their Innovative Solutions and Proposals to develop a Feasibility Study during Phase 1 of the project and potentially move into Phase 2 subject to budget provision next year. Details of the two phases are summarised below:

Phase 1 – Technical Feasibility

The Council intends to select up to a maximum of Four (4) submissions received, as evaluated by a Specialist Evaluation Panel, and each will be awarded a contract with a maximum value of £25,000 (excluding VAT) and given a fixed time period of 7 weeks to develop their delivery solutions. Subject to suitability and availability of funding, at the conclusion of phase 1, it is the Council intension to progress a maximum of 2 solutions to phase 2 of the project.

Phase 2 – Smart Industrial and Commercial Energy Platform Development:

Phase 2 is a prototyping exercise, which develops the product to the stage where it is ready for market. It is expected that contract period for Phase 2 will be 12 months.

The potential contract value for Phase 2 may be up to £500,000 (£250,000 per bid) and subject to available funding and financial viability for the selected successful feasibility studies from Phase 1.

The cost of prototyping each initiative will be determined after the Authority’s Specialist Evaluation Panel has decided which of the initiatives it wants to take further under Phase 2 subject to available budgets.

The Tenderer is required to provide the costs and time of prototyping each of the initiatives in the Feasibility Report associated with Phase 1.
